Established in 1994, CEEC is composed of eighteen national, membership-based organizations representing Americans of 
Armenian, Belarusan, Bulgarian, Czech, Estonian, Georgian, Hungarian, Latvian, Lithuanian, Polish, Romanian, Slovak, and Ukrainian descent.

Ayla Bakkalli, USA Representative of the Crimean Tatar Mejlis and USA member of the World Congress of Crimean Tatars initiated collaboration with Andrij Dobriansky , Director of Communications Ukrainian Congress Committee of America, (UCCA) and, Ukrainian National Information Service (UNIS) on "The Anti Annexation of Crimea Initiative" to promote United States House Resolution 5241 on the Crimea Annexation Non-recognition Act of 2014 introduced at the 113th US Congress as response to the illegal annexation of Crimea by the Russian Federation. On February 24 they met with a member of the US Senate Committee on Foreign Relations, members of the US Department of State with the Bureau of Democracy and Human Rights and, with the Atlantic Council.
